Reformulate an Idea with Es Decir
When an explanation lands poorly, reformulation can restate it rather than merely repeat it. Use es decir, o sea, or mejor dicho according to clarification, informality, or correction.

Reformulation gives an idea a second shape because the first wording was dense, ambiguous, too broad, or inaccurate. Es decir normally introduces a neutral clarification; it should add accessibility or precision rather than repeat identical words.
O sea es muy frecuente en conversación y suele sonar más informal: Necesitamos una copia certificada, o sea, una copia validada oficialmente. Su función concreta depende de la entonación y puede ir desde aclarar hasta extraer una conclusión.
Mejor dicho corrects part of the speaker's own formulation: Llegaremos el jueves; mejor dicho, el viernes por la mañana. Unlike es decir, it signals that the first version should be replaced, not merely explained.
La reformulación mantiene la referencia. Si dices El trámite requiere validación; es decir, deben firmarlo dos responsables, explica cómo la segunda idea desarrolla la primera. Evita introducir con es decir un tema que no estaba contenido en el mensaje original.
In formal writing, punctuation helps readers recognise the insertion. A semicolon or full stop can precede Es decir, and a comma normally follows it. In speech, a short pause and steady intonation perform the same organising work.

The original neither corrects nor clarifies. Es decir is appropriate because the second clause specifies the scope of todo. Mejor dicho would require replacing an inaccurate first formulation.
